Enclosed herewith is my letter and report of decibel levels measured at the Shiv Sena Party's Dassera Rally yesterday, which are in violation of the Noise Rules and a Bombay Court Order.

Dear Sirs,

I enclose a Report on the noise levels measured between 7pm and 9pm at the Shiv Sena Party’s Dassera Rally held on 17th October. It may be seen that in spite of a Bombay High Court Order which stipulates that permission to hold the Rally is granted to them only on condition of the provisions of the Noise Rules being strictly followed, there was deliberate violation  and the decibel levels never at any point of time came below 50 dB, averaging about 75 – 80 dB and peaking upto 93dB.

I request that action under the Environment Protection Act and the Noise Pollution Rules, which mandate a penalty of upto Rs. 1,00,000/- and imprisonment upto 5 years should be imposed on the organizers of the function as well as on all those senior party leaders who violated decibel levels in their speeches.
