Dear Mr Satya Pal Singh,
Yesterday, under directions from the Hon’ble Bombay High Court, I measured noise levels at the annual Shiv Sena Dassera Rally on behalf of Awaaz Foundation. The report is enclosed.
The background level before loudspeakers were used was about 59 - 61 dB. The noise levels during the speeches rose and far exceeded those permitted by the Noise Pollution Rules for a Silence Zone and violated the conditions laid down by the Bombay High Court while granting permission to the Dassera Rally at Shivaji Park.
Decibel levels were higher than those at last year’s Dassera Rally. (Report enclosed)
Asbestos sheets were placed at intervals along the perimeter of the park and were effective in reducing noise levels of 4 – 5dB from maximum levels at spots were the sheets were absent. The sheets were not continuous or uniform.
In contravention of the Bombay High Court Order, high wattage loudspeakers were placed to amplify speech and additional noise sources such as drums were present outside Shivaji Park.
I request that appropriate action under the Noise Pollution Rules, the Bombay Police Act or any other Act in force may be taken.
