For the fourth year in succession, Awaaz Foundation measured noise levels from the Shiv Sena Dassera Rally on 13th October at Shivaji Park (a Silence Zone). All four Reports are enclosed. A photograph of the maximum noise reading of 103.4 dB is also attached.
The background level at about 5.30-5.40 before the Rally began were 59 – 61 dB. Once the mike testing began it rose to about 65- 83 dB. A political procession using politician banners and speeches with loudspeakers on the road directly outside Shivaji Park (also a Silence Zone) and leading to the Park recorded 103.4 dB and firecrackers were also used intermittently, which would exceed 100 dB.
The noise levels were significantly higher than last year, did not use distributed sound and violated every condition of the Bombay High Court Order under which the Rally was held. The barriers around the park were made of cloth and while they provided a visual barrier, did not reduce noise.
We request you to take serious note of this deliberate breach of High Court Orders and the Noise Pollution Rules and to take criminal action including filing an FIR against the Rally organizers.
